Stefan R. Miller is a Los Angeles attorney licensed to practice law in the State of California and the founder and principal of Miller Legal Group, P.C. Stefan has devoted his entire career to specializing in employment law and HR-related matters. Stefan spent the first decade or so of his legal career conducting several workplace investigations and successfully litigating matters before state and federal trial and appellate courts, as well as before various state and federal government agencies.

Practice Focus:  Workplace Investigations, Employment Law and Human Resources Counseling, and Workforce Training

Since 2007, Stefan’s practice has focused exclusively on conducting workplace investigations, providing legal advice on employment matters, and conducting training workshops relating to workplace investigations, harassment and discrimination prevention, and a variety of other topics.

Workplace Investigations and Training

Stefan has been retained by both private employers and public entities to conduct impartial and unbiased workplace investigations.  These investigations have involved such issues as alleged:  harassment, discrimination and retaliation; failure to prevent harassment and discrimination; failure to investigate; failure to provide disability accommodation; theft and/or destruction of Company trade secrets and other company property; corporate ethical violations; actual and threatened workplace violence; and other violations of employer policies and practices.

Stefan also has been retained by public school districts in California to investigate complaints of discrimination and unfair treatment by parents, students and teachers, pursuant to the California Education Code, California Government Code, and California Code of Regulations.

In addition to the foregoing, Stefan regularly provides oversight and legal advice to in-house human resource professionals and other management personnel who are conducting internal investigations for their organizations.  Likewise, he delivers training workshops and seminars for HR professionals, business owners and other members of management on a variety of topics, including how to conduct effective workplace investigations and sexual harassment awareness and prevention for supervisors (AB 1825).

Employment Law and HR Consulting

Stefan also counsels small and medium-size businesses on a day-to-day basis on all aspects of employment law & HR-related issues, including:  the hiring, disciplinary and termination processes; leaves of absence; wage and hour matters; harassment, discrimination and retaliation; disability accommodation and the interactive process; employee privacy and social media; etc.

Likewise, Stefan devotes a significant portion of his practice to helping employers develop, revise and implement employee policy manuals, at-will agreements, executive employment agreements, independent contractor agreements, arbitration agreements, non-disclosure & other trade secret protection agreements, HIPAA confidentiality agreements, performance management programs and forms, leave of absence forms and procedures, wage and hour forms and procedures, injury and illness prevention programs, and a variety of other employment-related forms and procedures.

Associations and Memberships

Stefan is a Charter and Sustaining Member of The Association of Workplace Investigators (“AWI”) (formerly the California Association of Workplace Investigators or CAOWI).  AWI is a professional organization dedicated to improving the profession of workplace investigations by establishing a common set of investigation principles and best practices.  Since 2009, Stefan has served on AWI’s Education Committee which has been tasked with planning the organization’s annual conferences as well as periodic educational seminars and best practices roundtables relating to the conduct workplace investigations.

Stefan also is a member of the Labor and Employment Sections of both the State Bar of California and the Los Angeles County Bar Association.  Likewise, he is a member of the Southern California Venture Group.  In addition, Stefan also participated in Leadership Torrance, a program sponsored by the Torrance Area Chamber of Commerce, to educate, develop and motivate emerging leaders to be involved and committed to the South Bay Community.

Educational Background

Stefan received his Bachelor of Arts degree from Vanderbilt University.  During his undergraduate studies, he studied for one year in Aix-en-Provence, France, in connection with Vanderbilt University’s study abroad program. He remains proficient in the French language.  In addition, during law school, Stefan participated in “The Brussels Seminar:  Law & Institutions of the European Communities,” an intensive three week seminar on European Community law at the Institut d’Etudes Européenes, in Brussels, Belgium.  Stefan received his Juris Doctor degree from the University of Pittsburgh School of Law.

Honors and Publications

During law school, Stefan was a Member of the Law Review at the University of Pittsburgh School of Law.  Also while in law school, Stefan authored an article published in the University of Pittsburgh Law Review, entitled:  “NAFTA:  A Model for Reconciling the Conflict Between Free Trade and International Environmental Protection,” Volume 56, Issue 2, Winter 1994.  In addition, Mr. Miller has authored a number of articles on employment law issues for a variety of different publications.

Personal

A native of the Washington, D.C. area, Stefan lives in Southern California with his family.  Stefan enjoys traveling, cooking, politics, hiking, biking and rollerblading.
